Economical Evaluation of Telecontrolled Switches in MV Distribution System Using the Costs of Penalty Payments

The application of the telecontrolled switching elements in MV distribution networks is an effective tool for influencing the electricity supply continuity perceived by individual customers considerably. In this way, it is also a tool for reducing the possible costs resulting from breaching the customer's standards of electricity supply continuity. A method generally utilizable when making decisions about the points where the telecontrolled switching element should be installed and about its type (telecontrolled section switch, recloser) is presented in this paper. The contribution of the undertaken measures is expressed by economical indicators. We use simulation tools which enable us to respect the non- homogeneity of the number of failures on individual sections of the MV distribution network. The process of a successive supply restoration is approximated by three intervals of time. Economical indicators for a number of variants of equipping the line with telecontrolled section switches and reclosers were calculated for a chosen model MV overhead line. The results obtained when expressing the reliability in financial terms by using the costs of penalty payments following from not meeting the customer's standard of electricity supply continuity and, on the other hand, the costs of electricity not supplied are compared.
