ROUGH RIVER DAM SAFETY ASSURANCE PROJECT

As a result of the U. S. Army Corps of Engineers' routine monitoring and inspection program, some dam safety problems were noted with the downstream slope, stilling basin, and spillway of Rough River Dam, Kentucky. Modifications to the dam are necessary to reduce the risk of structural compromise due to original design and construction deficiencies as well as changes in the state-of-the-practice design criteria. While no emergency conditions have developed, the repairs are necessary to modernize the existing dam as well as maintain the long-term integrity and safety of the dam. The Louisville District completed a study to evaluate each dam safety problem and recommend repairs. Substantial pre-design efforts and close communication with local officials and the public helped to maintain the emphasis on public safety while minimizing public inconvenience. The repair project provided innovative and economical solutions to "buy down" risks to the public, property, and the environment and to ensure that the dam is operated and maintained as safely and effectively as is reasonably possible.
