Work on the implementation of Material Protection,Control and Accounting(MPC&A) Operations Monitoring(MOM)systems at Federal Atomic Energy Agency(Rosatom)facilities is being conducted within the framework of the Agreement between the United States and the Russian Federation on the MPC&A Program.The beginning of work on the MOM project was officially announced in 2004 in the course of a letter exchange between the Minister for Atomic Energy of the Russian Federation and the Secretary of the United States Department of Energy. However,actual work on the project did not occur until the end of the 2005.This resulted in very strict time constraints for project implementation.Consequently,work started on five various activities simultaneously:development of the concept document;installation of the MOM pilot system;development of a protection profile for software certification;development of MOM system design and procedures confirming the target use of equipment;and also compliance with OIT(hardware certification)requirements.This paper discusses these five aspects of work performed for the implementation of MOM systems at Rosatom facilities.
