The different reasons favouring this technique will be reported. Information like traffic categories, material prescriptions and structural sections included in Spanish specifications, will be provided on projects, as well as the construction process, and the main characteristics of the different works performed since the first pavement was recycled in Spain in 1991. The fatigue characterization of recycled materials with cement has been calculated. The correlation between compressive strength at 7 day intervals, which is the usual control parameter at the worksite, and long-term flexural strength has been obtained. All in order to optimize the structural design of pavements, and to propose a catalogue of structural sections with cement-recycled layers. The cold in-place recycling with emulsion, it is a technology that it has been evolving with the experience obtained in Spain. Most recent innovations are based in the use of the mix emulsion plus cement as binder. With a total surface of more than 35 million square metres already recycled in Spain, it can be said that in-place pavement recycling with cement or/and with emulsion are proven techniques, with a wide range of experience and good knowledge of the constructing process in Spain, and which performance to date has been very good.
