MCD was desirous of establishing an institutional mechanism whereby it can access expert advice on appropriate frameworks and strategies for Public-Private Partnerships in infrastructure. With an objective of speedy, comprehensive and orderly development of urban infrastructure through Public-Private Partnerships, the corporation signed a Memorandum of Understanding with IDFC in June 2002. IDFC's role was to identify, structure and develop viable and environmentally sustainable infrastructure projects based on PPP. The key focus areas identified were Waste Management, Land Use and Urban Transport. Municipal Solid Waste management was identified as an important area of concern and taken up for projectization. Private sector partnerships in MSW management is expected to reduce burden on MCD while gaining "Value for Money', share risk and develop sustainable/ enforceable model.
