Technological Innovation and Upgrade of China Industry Structure (ID; 8-096)

Reasonable industry structure not only enables economy resources to be used adequately and reasonably, but also makes each industry develop healthily, thus gain optimal economic benefit. This paper analyzes the irrationality of present industrial structure which restricts the healthy development of China's economy: the industry structure is similar in many regions and technology content is low in many industry sections. The paper emphasizes the importance of industrial structure upgrade and elucidates the technological innovation is the key factor to upgrade industry structure. Demand structure changes and comparative cost changes influence industry structure directly, while technology innovation has impact on demand structure and comparative cost, so influence industry structure indirectly, promote industry upgrade and thus impel the economy development. The paper puts forward the specific methods to promote upgrade of China's industry structure, mainly through technology innovation, including confirming the adjustment goal of industry structure; taking technological innovation as center of industry nurturance and development policies; giving priority to technology introduction, technology applications and secondary innovation; and establishing system of economy development dependent on technology advancement. The paper also presents the principles which should be persisted when establishing innovation policies, including keeping the policies stable, consistent, feasible, and adaptable to the economy changes.
