Therefore the municipal government has put forward the strategy of "Three Steps", also the framework of "four Centers" will be formed until 2010 Consequently, the administration of MSW must accord with the "four Centers" strategy and the requirement as an international metropolis to comply with the development rhythm of Shanghai.
