Traditional method of analysis and design still is effective to the ordinary system, but it falls short of complicacy to C~3I system. By using the method of IDEF0, we can attain the requests. On analyzing structural foundation of the simulation system about tactical air defense C~3I, the simulation system is analyzed systematically by IDEF0, we try to set up the framework's model of C~3I in the thesis.
