摘要

During discussions prompted by their contractors, Shelland BP well engineering managers agreed that to furtherimprove performance, safety had to become personal. Early in2003 the companies established a joint working group todevelop common expectations of Safety Leaders involved inWell Engineering activit ies. The group comprised Drilling,Well Services and HSE representatives from BP, Shell and thekey contractors supported by an independent safety consultant.Over the course of several months the safety leadershipexpectations were condensed to straightforward andachievable standards of personal safety behaviour andcommunication skills. These built on the industry STEPchange ìLeading for Safety? Guidelines and were used todevelop a two day workshop where participants explore whatit takes to be a safety leader. The program was titled AdvancedSafety Leadership (ASL) and has been in place sinceDecember 2003. To date over 1100 of the Shell/BP WellEngineering community have participated. The ASL programme builds on the fundamentals of goodleadership by exploring safety leadership requirements in apersonal way. Training aspects are highly interactive. Throughteam leader participation, personal action plans and follow-upcoaching it provides long term sustainability in creating anenvironment in which unsafe acts are challenged and safebehaviours are promoted ? A workplace without harm.Feedback from both staff and contractors attending the coursehas been very positive. Initial metrics suggest the course isstrongly influencing behaviours, helping to reduce incidentrates. In parallel, BP and Shell are also sponsoring a PhD project at Aberdeen University to help assess and improve theeffectiveness of the course. This paper describes why such a course is needed andsummarises its contents and delivery. The paper will be ofinterest to all managers and supervisors in companies orbusinesses wishing to build a belief based safetyenvironment.
