A Collaborative Enterprise Approach for Implementing Efficient Capability Planning

A recent technology trend is the growing use of Knowledge Management (KM) in decision support applications. This KM technology trend, coupled with an emphasis on using advanced Information Technology (IT) to streamline the planning process and improve the way in which the Department of Defense (DoD) acquisition planners support the warfighter, has instigated development of a Collaborative Enterprise Environment (CEE). The need for more efficient management of USAF acquisition information and knowledge has led to development of Advanced Decision Support Environment (ADSE) solutions that are laying the groundwork to revolutionize the way capability planning is done. The objective of the research described in this paper was investigating the use of collaboration technology to improve the capability planning process. The two main research project thrusts were: integrating models and simulations, and integrating collaboration technologies. The ultimate research goal was building a Capability Planning Resource Center (CPRC) to help reduce the time and cost of performing capability assessments, and provide decision-makers with improved warfighting capabilities. The CPRC application is built using KnowledgeKinetics~(TM)(K~(2(TM))), a commercial implementation of CEE technology. K~2 is a leading edge integrated resource collaboration environment that streamlines business processes execution and improves enterprise knowledge management. This paper discusses implementation of a KM tool, which through an innovative knowledge playback approach transforms an analysis/decision-making process into a documented, semi-automated, repeatable process.
