Managing Risk During System Development

In the Government sector, programs are driven in accordance with budget and need. We, the system safetyengineers/managers, are then relied upon to satisfy the needs of the safety program. Specifically, we must, and doapply required engineering, technical, review, and managerial expertise to provide structured and timely solutions aswe identify, analyze, and mitigate hazards. But we must ultimately define, understand, and carry out the biggerpicture, that of ‘Managing Risk’ [our main purpose], as we respond to the need for a “safe” system” -- as this systemmoves along a rail or highway, blows up, speeds through the air, or rockets into space.
