System Safety and Risk Management in the Australian Mining Industry

Risk assessment methodologies have been integrated into the Australian minerals industry since the late 1980s.Most major companies in the sector have developed procedures for risk assessment, often based on concepts andmethods outlined in System Safety documents. State-based regulations often specifically require riskassessmentmethods to meet duty of care requirements. However, after more than ten years there is common concernfor the quality of risk assessments, reinforced by results from several accidents investigations. As a result, a nationalrisk assessment guideline has been developed, driven by the Minerals Council of Australia. The author developedthe guideline with the input from stakeholders. This paper outlines unique aspects of the new guideline. Theguideline is intended to assist individuals with designing and leading risk assessment projects based on a definedprocess including method selection information.The following presentation also outlines a project totally funded by Australian mining companies and intended tomake a quantum change in safety management across the industry. The project, called the Minerals Industry CooperationInitiative (MICI) started in January 2003 but was discussed with the industry in various situations fromearly 2001. This presentation will outline some of the history, but mostly discuss the intent of the project and the“hard” outcomes.
