Why Problems Cannot Be Solved and Why VE Is Effective?

This paper describes an effective, general problem-solving principle, which the author has extracted from his numerous professional VE studies through the Functional Approach. The author has found that his problem-solving principle is effective for tackling general problems, not just professional VE related issues. Then, why and how can his principle help solve a general problem? Unlike many problem-solving techniques which we customarily use in our daily life, it is more scientific and covers a much wider range of problem-solving phases. Herein, the author suggests the I-S-S-U-E: Identification, Specification, Selection, Utilization and Evaluation, as five phases for solving a general problem, with a special focus on the first two: I (Identification) and S (Specification), to which VE can be best applied for problem solving.
