Value Engineering – A Key Part of Halton Region’s Quality Control Program

The Region of Halton, Ontario, Canada, has for several years used independent value engineering teams as an essential element of their quality control program on water and wastewater facility design projects. This presentation will describe their use of value engineering on one wastewater treatment project and one water treatment project. While the presentation will be presented from the perspective of the value practitioner it will include some information, obtained through interviews, from the perspective of the owner, the Region of Halton. Representatives of the Region of Halton may be present to answer questions and provide additional insight into their experience. One of the value engineering studies focused on identifying potential risks to the owner during construction and formulating recommendations that would minimize those identified major risks
