The implementation of a solar home system (SHS) programme in developing countries is complex andits success is dependant on many factors that are usually difficult to handle. The objective of this paper is to addressfinancial and organisational aspects – barriers and measures – to PV programme implementation drawn from twospecific projects in West Africa. Technical aspects on quality control and monitoring are also discussed.
