AN INTERNATIONAL COMPARISON OF THE EFFECTIVENESS OF FINANCING REBATE PROGRAMSFOR PROMOTING PV

In 2002 grid connected residential applications represented more than 50% of the total world PVmarket with an increase of 35% in respect of 2001. In 2003 grid connected residential applications alreadyrepresented 77%. Most installations occurred in countries (e.g. Japan and Germany) where important marketdeployment strategies took place. The object of this paper is to evaluate the conditions of these major programs andof other with minor repercussion e.g. the rebate programs occurred in Australia or Italy. The analysis takes intoaccount two major features: on the one hand the impact of the program on the market prices of the systems I.e. thesupply-side effect, on the other hand the impact on the interest in buying grid connected PV systems I.e. the demandside effect. The core objective is to determine the criteria for successful dynamic rebate programs over time for the promotion of residential grid connected PV systems by means of an international comparison of the effectiveness of worldwide existing and past examples
