PV MARSHALL PLAN FOR EUROPE

The new Constitution of the European Union asks in art. 52 for a budget in balance and in art. III-157 for energysecurity and the development of additional renewable energy sources. How can we reduce the national debt andpromote renewable energies? With the PV Marshall Plan for Europe, photovoltaics (PV) is promoted in the EU25with an energy levy of 0.5 €cts./kWh on non-renewable energies. 50% of the levy totalling 61 bio. € will be invested for PV, 25% for other renewable energies and 25% for a rational utilisation of energy. All PV installations will be promoted with an average contribution of 25%. Further contributions from regions/Laender or cities are possible. After an introduction period, the revenues of this energy levy will lead to an installed PV power of 20'400 MW peryear with an annual energy production of 17.34 TWh. Other renewable energies and the rational utilisation of energywill furthermore lead to a production of about 540 TWh/year. This reduces CO2 emissions by 166 Mio. T per year.After the introduction period, investments in the PV sector would amount to 122 bio. € per year. Together withinvestments in other renewable energies and in a rational utilisation of energy, total investments of 390 bio. € peryear would be generated. This would result in about 8 Mio. New jobs (in person-years) and therefore in a costreductionfor the unemployment insurance of appr. 90 bio. € per year. If the energy levy of the PV Marshall Plan isfurthermore combined with a cost-covering electricity feed-in regulation, energy production as well as investmentsand jobs could be increased even further and CO2 emissions reduced massively.
