Building energy codes in the Russian Federation have made great advances in the past tenyears, in terms of content, stringency, geographic scope, and real energy savings. Majorinnovations in new codes, most notably the Russian federal code adopted in 2003, includewhole-building energy performance targets, requirements for existing buildings, rating systems,and ways to account for building geometry. Regional and federal Russian codes also containnew oversight provisions for the quality of design and construction, and monitoring of energyperformance of buildings during operation. A new model code for the Republic of Kazakhstan(RK), embodying strict performance targets and many of the same innovations as Russian codes,has also been developed; passage of the RK code is expected in 2004.
