Next generation mobile communication network will be a heterogeneous network which integrates different wireless access technologies and provides a ubiquitous service provisioning platform. The ongoing work for implementation of WLAN-3GPP interworking in 3GPP is regarded as the first step toward future mobile communication systems. At present, basic standard of accessing 3GPP PS domain services via WLAN is near to complete. In next stage, one of main issues to be solved is service continuity and seamless services when vertical handover between WLAN and 3GPP system is happened. In some cases, network selection as a necessary procedure before users' accessing services has impact on provision of service continuity and seamless services. In current scheme, network selection is based on EAP mechanism that is less efficient and then it is not suitable to provide seamless services sometimes. Several improved schemes are proposed to overcome the problems in this paper and to get better handover efficiency.
