In future mobile communication systems, downlink resource allocation algorithm becomes a big challenge because of introduction of multimedia traffic and packet traffic. Unlike the uplink, in the downlink the users near the boundaries of the cells experience more other-cell interference than those near the center of the cells. Therefore reasonable rate and power allocation is necessary for downlink transmission. In this paper, a novel downlink resource allocation algorithm is proposed, which is based on transmission power, users' position and system load. The packet scheduling is based on FIFO (first in first out) on the whole. An adaptive rate and power allocation strategy is given and the system performance is evaluated through simulations. Considering the complexity and the delay constraint, a simplified algorithm is also proposed in this paper. Simulation results show that taking into account the transmission power, users' positions and system load, downlink resource allocation becomes more effective and system performance such as BLER and throughput is improved.
