In this paper, we present our study of a new approach for streaming multimedia applications over a high-speed network. This work is based on our project of streaming the three channels of SCOLA TV signals over Internet2. As a replacement for the Microsoft Windows Media Encoder we have designed and developed a new approach that allows us to control the network transmission behavior for more effective throughput than what could be achieved using Windows Media Encoder. The system description and layout is provided in addition to a comparison between our solution and Windows Media Encoder.
