Scheduling algorithms are used in content delivery systems to control resource allocation rate. Among existing algorithms, On-Demand strategy does not perform well, while rate control algorithms, such as Pure-Rate-Control (PRC) and Multiple-Service-Class (MSC), performs much better. However, our simulation shows that the Hot Index has significant effects on MSC's performance. In this paper, two new algorithms are proposed. Simulation shows that they solved this problem very well and improved the overall performances.
