This paper describes a vulnerability and risk assessment model that was developed to help planners prioritize mitigation activities and investment. The model uses a simplified approach that is geared towards public agencies utilizing geographic information systems (GIS) for disaster planning. Key components of the model include hazard identification and assessment, exposure analysis, and relative risk ranking. The approach is flexible, allowing for incorporation of varying resolutions of data, and different types of risk from various disasters. Results were designed to help planners visualize the geographic distribution of risk and to identify important hazard/exposure combinations. The model was applied to disasters in the state of Rhode Island. This case study, developed in conjunction with the National Oceanic and Atmospheric Administration's Coastal Services Center and RI Department of Emergency Management, provides a basis for comparison of earthquake risk with other types of disasters in New England.
