Eight hundred and thirteen internal and external stakeholders were surveyed on their perceptions of a TQM implementation process at an institute of higher education. Results suggest that administrators can make use of stakeholder awareness levels, institutional managerial support, and stakeholder length of association with the organization, to support the TQM implementation process.
