Port Said East Port, Dredging and Coastal Engineering Works under Design and Construct Contract: a novel strategy in international dredging contracting. Or How the Egyptians challenged the international dredging industry

Just east of Port Said, where the Suez Canal connects to the Mediterranean Sea, the Egyptian Government decided, after careful consideration of various studies, to construct a new port, initially for containers, but with options to extension for other uses. On the basis of a reference design by the Egyptian engineering company 'Hamza Associates' an international tender was let for design and construction of dredging and coastal protection works. This paper describes how Port Said Dredging Contractors, a Consortium of dredging contractors, mobilised their in-house engineering capacities to develop the most optimal and competitive design and construction methods, to meet the Client's demands as to achieve effective operations. During the detailed design phase close communication with the Client's Engineer proved to be vital. Also performance control during execution of the works, constantly questioning your own operations, became an essential part of the process, which demanded an open approach of all parties within the Consortium. The paper also highlights and illustrates the main features of the executed works, in various stages of the project.
