The Itá Hydroelectric Project environmental impact studies were the ?rst inBrazil conducted, in the 80’s, under the new strict Brazilian environmental laws.Together with this new emerging legislation, the country was going through apolitical opening process after being under a dictatorship regime for about 20years. It was within this changing political and social scenery that the developersbegan to perform the environmental studies and to negotiate with the affectedpopulation the measures to relocate and compensate towns, villages andfamilies from the areas that would be ?ooded. This called for the creationof ground breaking social and environmental solutions, which would make upfor the impacts caused by the project and allow some understanding to buildconsensus among the developer, leaders from the affected population andenvironmental agencies, gaining approval for the construction of the powerplant.
