This paper presents an approach to designing a control system for use in a multiple unithydroelectric plant. The control system proposed is comprised of a number of distributedcontrollers operating semi-autonomously to achieve maximum overall plant production.The paper will also present a method for representing unit operation and efficiency inmonetary terms as well as advantages directly obtained from such representation.The paper will discuss the above points in the context of an ongoing rehabilitation of afour unit, 6,000-kilowatt hydroelectric plant in upstate New York. The fact that this is arehabilitation of an operating plant provides a number of additional benefits toimplementing the control system using a distributed approach, which are discussed.
