The use of GIS for decision support in real time is new to the electricity industry.This is now changing as new technology makes real time update and display ofGIS data possible. Emergency services, e.g. Police and Fire agencies includingthose in New Zealand, have pioneered and proven the reliability and performanceof real time GIS when lives are at stake.GIS has been in use by utilities for around three decades but applications havegenerally been offline from mission critical operations, such as planning, design,records management and analysis. To gain the level of geographic and attributedetail required for these applications, real time performance has been sacrificed.In parallel, real time systems, such as SCADA and Distribution ManagementSystems (DMS), have typically offered schematic rather than full geographicviews, and filtered views of the network, e.g. HV only and active devices only.Full physical detail showing where plant is and all its attributes has beendeliberately omitted in the interests of high performance.By supporting live update of switch status from SCADA, GIS can provide fullphysical detail plus a current logical view in a single environment. Real timeupdate by other external applications supports the Zero Latency Enterprise (ZLE)with a range of benefits for asset management.
