A Fabry-Perot open resonator is designed and constructed in order to measure the dielectric properties wit low loss dielectric materials in the Ka-bnad (26-40GHz) frequency band. 3-D finite element electromagnetic code is used to simulate the TEM00q mode in the open resonator. Measurements are made by both length variation method and freuency variation method. The measured permittivity and loss tangent of BeO (995) are 6.7 and 7e-4, respectively.
