An off-axis, planar, fifty period, short wavelength (10mm) electromagnet wiggler has been developed and characterized for millimeter wave generation using sheet electron beam in a Free-Electron Laser experiment. Three-dimensional magnetic measurements of the electromagnet wiggler have been carried out. The measured field is 0.16 G/A+=3
