IAEA Safeguards Training: Building on Synergies between Education and Training in International Safeguards

In the area of non-proliferation training and education, it is necessary to enhance collaboration between academic programs, governmental institutions and non-governmental organizations in order to impart the knowledge and skills needed to meet global nonproliferation goals. In particular, in the area of international safeguards, there are clear opportunities to build on the strengths of each sector to focus and improve training and educational programs and strengthen the capabilities of the workforce. This paper describes training initiatives in the International Atomic Energy Agency’s Department of Safeguards and suggests opportunities how institutions (academic, nongovernmental as well as governmental) can build on synergies to strengthen overall safeguards training and education programs. The paper outlines current skills and knowledge required by safeguards staff, summarizes present training programs and proposes areas of opportunity to enhance safeguards training and education programs through greater interaction and collaboration between these institutions.
