SAFEGUARDING TRANSFERS OF SPENT FUEL TO DRY STORAGES

The implementation of safeguards for the transfers of spent fuel from power reactors to dry storagesis a resource intensive activity for the Agency, and its demand is increasing. The safeguardsapproaches, verification techniques, organizational issues and provision of resources are discussedin detail. Emphasis is given on verification criteria, cost considerations and practical solutions.Effort estimates for the verification of the spent fuel prior to shipment and measures to maintaincontinuity of knowledge are presented. The possible impact of the Integrated Safeguards System onfuture safeguards implementation for spent fuel transfers is discussed.
