摘要

According to "The Science and Technology Basic Law (1995)" (1) and "The Science and Technology Basic Plan (1996(" (2), the Japanese government has determined to promote R&D activities to cope with the social and economic needs, and to aim at a nation based on the creativity of science and technology. The invention of original an dinnovative technology, the creation of new industries, the realization of energetic and affluent lives, the solution of global issues, and the promotion of health are mentioned as the social and economic needs. Answering "the Science and Technology Basic Plan", NRIM formulated "the 5~th Long-term Plan". The NRIM aims to be a core institute on materials research, and to promote vigorously the following policy: 1 Performing steadily basic and leading researches on materials science; 2 Responding actively to the social and economic needs; 3 Constructing the foundation for the domestic and international core institute of research on materials science.
