The use of ionizing radiation in Army systems has gone on for many years. At its onset ionizing radioactive sources were a new technology that seemed to be the ideal solution for many Army applications. One specific application that this paper will focus on was the use of Tritium as a light source for various fire control instruments. Tritium was chosen to replace the poor performing incandescent light bulb and battery combinations. The design of these devices required licensing from the Nuclear Regulatory Commission, but obtaining and managing these license seemed to be a simple formality and the risks associated with these items seemed to be insignificant. Over time problems arose. It became apparent that the risks were greater than predicted. The license that was once believed to be a simple matter became a major management challenge. This paper will discuss the evolution of this dilemma, how it affects us today, and it will suggest areas where improvements can be made to make future programs better.
