The description of flow processes usually is divided into two distinguished parts: while the kinematics of non-equilibrium flows is described by the methods of flow mechanics, i.e. the Navier-Stockes equations, the thermal properties are given in terms of local equilibrium thermodynamics. As a conseqeunce, theoretical and experimental analysis of flow phenomena reveal that such an assumption is not generally adequate and may lead to severe inconsistencies and paradoxes.
