The Environmental Protection Agency promulgatd the Cluster Rule on April 15, 1998. In mid-1997, the company's environmental teams decided to prepare for the spent pulping liquor best management practices portion of the effluent guidelines regulatoion to assist mills in implementing cost-effective an consistent BMP programs. A BMP steering team was formed to work with a "lead mill" to examine the BMP plan development process and share learnings with other facilities. The team included business, regulatory affairs, legal and technical corporate staff and mill reprsentaties. A pulp and paper process engineering consultant performed a detailed engineering review of pulping and chemical recovery operations at the lead mill, prepared a BMP plan, and drafted a company BMP plan template.
