Economical Closure of a Flyash Landfill using Biosolids

In 1990, Champion International at Roanoke Rapids, NC proactively negotiated with the North Carolina Division of Solid Waste to establish an innovative, low-cost landill closure plan usign vegetated flyash as a final cap material. The plan was further improved in 1996 by obtaining approval to cap with a 50/50 mixture of flyash and primary clarifier solids to support the vegetative cover. By suign these materials the mill realized significant cost avoidance. Traditional soil capping was waived in lieu of this beneficial use of biosolids. Enough cpapping material was diverted from a second landfill to extend its cell life by at least one year, thereby postponing construction of a new cell. The 1990 operating plan provided organization to the last seven years of filling. the revised plan negotiated with the state in 1996 included a soil erosion control plan. A certification report will be submitted to the state in 1999 documenting that closure was performed according to plan.
