International finance and coal mine methane projects

This paper examnes the range of potential financing sources for coal mine methane projects in developing countries and economies in transition, and provides and update on current projects financed or otherwise supported by various multi-lateral and bilateral organizations. Financing is a critical component for resource development in all of the developing countries and economies in transition, to overcome some of the barriers to commercial project development. Beyond a lack of capitalization in these countries, barriers may include a lack of information on resources or markets, little or no domestic experience with state-of-the-art recovery and end-use technologies, and risks associated with doing business in a rapidly changing business and political environment. The paper discusses the different financing mechanisms and how they may overcome particular barriers to project development, and surveys the various organizations and programs that may provide financing for coal mine methane projects.
