The sustainable development of Integrated Transport Systems, within the global challenge of open-market competition, requires a most productive usage of space and time particularly in the case of traditional European Ports, of their specialised Terminals Operation and Logistic support. Nowadays Maritime Traffics are not congested as those on Road and Rail ways, but problems certainly exist at Port interface where goods flows are delayed by bottlenecks of varied nature: poor cargo handling logistics (info, means and spaces management), bureaucratic hindrance (repeat documents compliance and checks), undermined modal interlinks, etc. All such delays develop into useless costs reducing the Transport system Productivity. The Safety of Shipping, the ecological protection of maritime areas within EEZ, and Port States Control, suggest to efficaciously monitor trading ships and carried goods, provding more effecient information exchange and indentification systems: a proper Traffic Image exploitation can indeed help in preventing "announced" accidents and, upon shipping casualties, in producing better remedial actions on the basis of effectual resources preparedness. Three action lines, aimed at a strategic solution of the problem of enhancing curent Port Systems Productivity, endorse maritime Transport Safety and Efficiency: Networking all the operational info distributed along the system with those acquired by a VTMIS, Harmonising the procedures through the EU area, Organising the resource exploitation and distributed databases with a standard Telematics approach. Which is the purpose of several R&D programmes promoted by the EU Commission (DG VII-XII-XIII) and the target of an Italian CNR-PFT2 R&D Finalised Project on Transports, meant to evaluate and analyse the impact of advanced telematics on the productivity of safe merchant marine transports spread over a regional system, as it will be outlined in the following papes.
