There is a number of difficulties by construction of a system active sensors-radar-tracking of the remote sensing environmental, connected with receiving of a useful signal together with a power backscatter from ground and clouds; limited power potential radar, which in case of long distance radar from potential sources of leakage with small radar cross section, can not be enough for the decision of monitoring problems; not enough the high space resolution. Besides creation and installation nw radar specially for the decision of these problems cuases economical difficulty. The recycling of park existing radar it is not always possible for the reasorns as organisational because of their spread in space. Somewhat to get rid from listed defects permits such construction of a radar system at which alongside with one position radar additional receiving passive radars are used. A complex includes following items: network radar of illumination, role of which can execute stations of various purpose(meteo, air-defence radars and other) and receiving items, located in zones of increased ecological danger.
