In 1995,Colorado Springs Utilities,and specifically the Water Resource Department (WRD),began a project to get competitive in its Treatment Services Division (TSD).Activity surrounding the City of Colorado Springs was resulting in smaller utilities being privatized.Consequently,WRD decided it would be prudent to take steps toward becoming competitive with the private sector. The department hired EMA Services to begin the process,starting iwth a competitive gap analysis that was largely performed by city personnel under EMA's guidance.
