The Watershed and River System Management Program (WARSMP) is a cooperative program between Department of the Interior agencies. The WARSMP is sponsored by the Water Resources Division of the U.S. Geological Survey (USGS) and the Science and Technology Research Program of the U.S. Bureau of Reclamation (USBR). The purpose of WARSMP is to develop, test, and implement a framework for the management of water resources in the Reclamation Act States (see Frevert and Lins, this volume), The framework is a fully-integrated data-centered decision-support system (DSS) of physical proces smodels-Modular Modeling System 9MMS; Leavesley and others, 1996), resource-management models-RiverWare (Fulp and others 1995), forecast models, data-management interfaces (DMIs) and graphical user interfaces (GUIs). The MMS and RiverWare are linked through a data management system-Hydrologic Database (HDB); Fulp and others, 1995, Leavesley and others, 1997), as are a point and click GIS tool-box (Leavesley and others, 1997), queries and displays, and real-time data processing.
