An unavailability model for commercially powered, battery backed-up, residential telephone lines

Reliance on local, non-central-office, power sources is becoming increasingly common in new and emerging termined equipment and access technologies, making telephone service increasingly vulnerable to power outages. This paper contributes to our understanding of this issue by modeling the traffic impacts on service unavai-lability for residence lines powered by commercial AC power with on-site battery backup in which power is consumed in both on- and off-hook states, but at significantly different levels.
