According to a recent study (1), on average ninetten accidents a day involve hazardous materials or "hazmats" at facilities throughout the United States or on teransportation routes serving these facilites. The sudden release of such materials can pose a serious risk to human health and the environment, as witnessed most dramatically at Bhopal, India, where a chemical accident in 1985 caused the death of several thousand people (2), (3), (4).
