Asaresult of many years' research and practice, it is commonly recognized that human, organizational, environmental and other related factors should be taken into account in the control and decision-making process of large scale complex systems such as CEMS and social-economical systems, hi this paper a structured approach with composite information space(CIS) is given to deal with these factors. CIS is defined as sum of state information space and behavior information space. Factors analysis, relations analysis and meta-synthesis with CIS are discussed. A case study of multi-criteria decision-making of Beijing Tobacco Corporation's planning system is given. Many applications show that with this approach the costs and period of analysis and design can be obviously reduced and more satisfactory results have been achieved.
