Although career Emergency Medical Service (EMS) personnel serve most urban areas, it is estimated that 40 to 60 percent of emergency 911 calls are still answered by volunteers and that volunteers may make up as much as 85% of the total certified EMS personnel in the country. Volunteers answer millions of "emergency 911" calls each year. This paper explores the response times of a rural, volunteer EMS System. The paper presents a framework to analyze the total response time and its individual components, and to discuss how to improve response times, in the studied system.
