More than one billion people are living in energy-deprived rural areas of the world with little or no access to basic energy and other needs. Many in the past have discussed development of energy-resources-poor remote rural areas of the world. Rural electrification was the first major effort undertaken globally. Recently, IEEE Smart Village has drawn attention for its initiative towards rural electrification. The objective of IEEE smart village is to integrate sustainable electricity, education and entrepreneurial solutions to empower off-grid communities. In 2016, Smart Integrated Renewable Energy Systems (SIRES) was proposed to "energize" the off-grid rural areas and not just "electrify" them. It is a viable and effective strategy to provide basic needs such as biogas for cooking, electricity, water for domestic and irrigation purposes by smartly matching them to available resources. In this paper, a comparison is made between the two approaches for off-grid rural communities based on fundamental principles, working mechanisms and other aspects.
