Session 17. Clean air act 112(r): accidental release proposed rule

Section 112(r) of the Clean Air Act Amendments of 1990 requires EPA to develop a program to deal with accidental release of Extremely Hazardous Substances (EHS's). EPA has proposed rules that they anticipate promulating in 1996. These rules will require Risk management Plans (RMP's) be developed with process safety information, employee training, emergency response program, and accident release modeling. The panel will present information on the aspects of the development of RMP's and highlight some of the pertinent issues such as dense gas modelling. Panelists will also present case studies of RMP development at pulp and paper mills. The panelists have direct experience with the EPA proposed rule and how the paper industry is preparing to meet this rule.
