This paper discusses the use of software infrastructures as a reusable framework for developing command and control (C~2) systems. Using a software infrastructure approach for developing new systems is believed to reduce life-cycle costs, provide a common, reusable framewok for C~2 systems and improve the present system development process. The primary objectives of this paper are to provide an overview of using a software infrastructure and to discuss: the sotware infrastructure initiatives and lessons learned from them, the impact of incorporating a software infrastructure approach into the acquisition process, and the perceived benefits of using a software infrastructure.
