This paper discusses a standard for the development and test of software. Today, most software development efforts follow either MIL-STD-2167A, IEEE standards, or nothing at all. The later being the most prevalent. This paper addresses the two basic software development methodologies. Research and Deliverable software. Each phase of software development is discussed, and methods for tailoring the process to fit unique development environments or projects are discussed. This paper also discusses methods for maintaining information for the life of a program.
